Moscow mayor, Yury Luzhkov, wants to crack down on outsiders, whom he says are responsible for 40 percent of the Russian capital’s crime, the UPI news agency reported Tuesday.

“We assess that 40 percent of all crimes in Moscow are committed by non-Muscovites and a considerable part of them is committed by unregistered ’guest actors,’ who aggravate the crime situation in the city,” Luzhkov said Tuesday at a session of the Moscow government.
